Federal Aviation Administration
14 CFR Part 71
[Docket No. FAA-2004-17136; Airspace Docket No. 04-AGL-08]
Modification of Class D Airspace; Camp Douglas, WI
AGENCY: Federal Aviation Administration (FAA), DOT.
ACTION: Final rule.
-----------------------------------------------------------------------
SUMMARY: This action modifies Class D airspace at Camp Douglas, WI.
Category E circling procedures are being used at Volk Field, Camp
Douglas, WI. Increasing the current radius of the Class D airspace area
will allow for a lower Minimum Descent Altitude. Controlled airspace
extending upward from the surface of the earth is needed to contain
aircraft executing these approach procedures. This action increases the
area of the existing controlled airspace at Volk Field, Camp Douglas,
WI.
DATES: Effective 0901 UTC, November 25, 2004.
FOR FURTHER INFORMATION CONTACT: J. Mark Reeves, Air Traffic Division,
Airspace Branch, AGL-520, Federal Aviation Administration, 2300 East

SUPPLEMENTARY INFORMATION:
History
On Wednesday, April 21, 2003, the FAA proposed to amend 14 CFR part
71 to modify Class D airspace at Camp Douglas, WI (69 FR 21447). The
proposal was to modify controlled airspace extending upward from the
surface of the earth to contain Instrument Flight Rules (IFR)
operations in controlled airspace.
Interested parties were invited to participate in this rulemaking
proceeding by submitting written comments on the proposal to the FAA.
No comments objecting to the proposal were received. Class D airspace
areas extending upward from the surface of the earth are published in
paragraph 5000, of FAA Order 7400.9L dated September 2, 2003, and
effective September 16, 2003, which is incorporated by reference in 14
CFR 71.1. The Class D airspace designations listed in this document
will be published subsequently in the order.
The Rule
The amendment to 14 CFR part 71 modifies Class D airspace at Camp
Douglas, WI, to accommodate aircraft executing instrument flight
procedures into and out of Volk Field. The area will be depicted on
appropriate aeronautical charts.
The FAA has determined that this regulation only involves an
established body of technical regulations for which frequent and
routine amendments are necessary to keep them operationally current.
Therefore, this proposed regulation--(1) is not a ``significant
regulatory action'' under Executive Order 12866; (2) is not a
``significant rule'' under DOT Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3) does not warrant preparation of a
Regulatory Evaluation as the anticipated impact is so minimal. Since
this is a routine matter that will only affect air traffic procedures
and air navigation, it is certified that this rule will not have a
significant economic impact on a substantial number of small entities
under the criteria of the Regulatory Flexibility Act.
