Emergency Clearance: Public Information Collection Requirements

AGENCY: Office of the Secretary, HHS.

    In compliance with the requirement of section 3506(c)(2)(A) of the 
Paperwork Reduction Act of 1995, the Office of the Secretary (OS), 
Department of Health and Human Services, is publishing the following 
summary of proposed collections for public comment. Interested persons 
are invited to send comments regarding this burden estimate or any 
other aspect of this collection of information, including any of the 
following subjects: (1) The necessity and utility of the proposed 
information collection for the proper performance of the agency's 
functions; (2) the accuracy of the estimated burden; (3) ways to 
enhance the quality, utility, and clarity of the information to be 
collected; and (4) the use of automated collection techniques or other 
forms of information technology to minimize the information collection 
burden.
    #1 Type of Information Collection Request: Emergency Clearance.
    Title of Information Collection: SF-424 Research & Related (R&R).
    Form/OMB No.: OS-0994.
    Use: The SF-424 (R&R) will consolidate research and related grants 
application data and forms currently used by Federal grant-making 
agencies with a research mission or conducting research-related 
activities. The SF-424 (R&R) will become the common Federal (standard) 
form for research and related grant applications, replacing numerous 
agency-specific forms thus reducing the administrative burden to the 
Federal grants community that includes grantees (State, Local and 
Tribal governments; non-profit organizations, and education and 
research institutions) and Federal staff involved in grants-related 
activities. The form will be available to applicants interested in 
pursuing research and related grant opportunities.
    Frequency: Recording, Reporting, and on occasion.
    Affected Public: Federal , State, local, or tribal governments, 
business or other for profit, not for profit institutions.
    Annual Number of Respondents: 312,500.
    Total Annual Responses: 312,500.
    Average Burden Per Response: 40 hours.
    Total Annual Hours: 12,500,000.
