AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document seeks comment on a petition for rulemaking filed 
by Justin Robinson Union proposing the allotment of Channel 283A at 
Ammon, Idaho as the community's first local aural transmission service. 
Channel 283A can be allotted at a site 3.5 kilometers (2.2 miles) 
southwest of the community at coordinates 43-27-00 NL and 112-00-00 WL.

DATES: Comments or counterproposals must be filed on or before January 
24, 2005, and reply comments must be filed on or before February 8, 
2005.

    The provisions of the Regulatory Flexibility Act of 1980 do not 
apply to this proceeding.
