ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rulemaking
filed by Clear Channel Broadcasting Licenses, Inc., licensee of Station
WBIP-FM, Channel 257A, Booneville, Mississippi, proposing to substitute
Channel 257C3 for Channel 257A at Booneville, reallot Channel 257C3 to
Guntown, Mississippi, and modify Station WBIP-FM's license to reflect
those changes. The coordinates for Channel 257C3 at Guntown are 34-21-
42 NL and 88-35-34 WL with a site restriction of 11.1 kilometers (6.9
miles) southeast of the community.
DATES: Comments must be filed on or before April 25, 2005, and reply
comments on or before May 10, 2005.

Provisions of the Regulatory Flexibility Act of l980 do not apply
to this proceeding.
Members of the public should note that from the time a Notice of
Proposed Rule Making is issued until the matter is no longer subject to
Commission consideration or court review, all ex parte contacts are
prohibited in Commission proceedings, such as this one, which involve
channel allotments. See 47 CFR 1.1204(b) for rules governing
permissible ex parte contacts.

Sec. 73.202 [Amended]
2. Section 73.202(b), the Table of FM Allotments under Mississippi,
is amended by removing Booneville, Channel 257A, and by adding Guntown,
Channel 257C3.
