AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rulemaking 
filed by Linda Crawford requesting the allotment of Channel 250A at 
Encino, Texas, as its second local service. Channel 250A can be 
allotted to Encino consistent with the minimum distance separation 
requirements of the Commission's rules at city reference coordinates, 
26-56-09 NL and 98-08-06 WL.

DATES: Comments must be filed on or before May 5, 2005, and reply 
comments on or before May 20, 2005.

prohibited in Commission proceedings, such as this one, which involve
