Federal Implementation Plan for the Billings/Laurel, MT, Sulfur 
Dioxide Area; Extension of Comment Period

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule; extension of the comment period.

SUMMARY: EPA is extending the comment period for a proposed rule 
published July 12, 2006 (71 FR 39259). In the July 12, 2006 document, 
EPA proposed to promulgate a Federal Implementation Plan (FIP) 
containing emission limits and compliance determining methods for 
several sources located in Billings and Laurel, Montana. At the request 
of several commenters, EPA is extending the comment period through 
November 3, 2006.

DATES: Comments on the proposal must be received on or before November 
3, 2006.
