AGENCY: Federal Communications Commission.
ACTION: Final rule.

SUMMARY: The Commission grants a petition for rulemaking filed by Gray
Television Licensee, Inc., licensee of WIFR-DT, to substitute DTV
channel 41 for DTV channel 23 at Freeport, Illinois.
DATES: The channel substitution is effective November 3, 2008.
