The proposed rule was initially published in the Federal Register on October 2, 2009. Written comments on the proposed rule were to be submitted to EPA on or before November 16, 2009 (45-day comment period). EPA is extending the public comment period until December 16, 2009. DATES: The comment period for the proposed rule published on October 2, 2009 (74 FR 50930), is extended. Comments must be received on or before December 16, 2009.
