Reedsport OPT Wave Park, LLC; Notice of Preliminary Permit 
Application Accepted for Filing and Soliciting Comments, Motions To 
Intervene, and Competing Applications

June 24, 2010.
    Reedsport OPT Wave Park, LLC filed on February 2, 2010 and amended 
on May 27, 2010, an application for a preliminary permit, pursuant to 
section 4(f) of the Federal Power Act, proposing to study the 
feasibility of the Reedsport OPT Wave Park Phase III Project located in 
the Pacific Ocean about 2.5 miles west of Reedsport, Oregon. The sole 
purpose of a preliminary permit, if issued, is to grant the permit 
holder priority to file a license application during the permit term. A 
preliminary permit does not authorize the permit holder to perform any 
land-disturbing activities or otherwise enter upon lands or waters 
owned by others without the owners' express permission.
    The proposed project would consist of: (1) 100 PowerBuoys having a 
total installed capacity of 50 megawatts; (2) an approximately 2.5-
mile-long, subsea transmission cable; (3) an approximately 3-mile-long 
transmission line connecting to an existing substation; and (4) 
appurtenant facilities. The project would have an estimated average 
annual generation of 138,000 megawatt-hours.
