AGENCY: Department of Education.
SUMMARY: The Director, Information Collection Clearance Division, 
Regulatory Information Management Services, Office of Management 
invites comments on the submission for OMB review as required by the 
Paperwork Reduction Act of 1995 (Pub. L. 104-13).

DATES: Interested persons are invited to submit comments on or before 
August 23, 2010.

SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management 
and Budget (OMB) provide interested Federal agencies and the public an 
early opportunity to comment on information collection requests. The 
OMB is particularly interested in comments which:
     Evaluate whether the proposed collection of information is 
necessary for the proper performance of the functions of the agency, 
including whether the information will have practical utility;
     Evaluate the accuracy of the agency's estimate of the 
burden of the proposed collection of information, including the 
validity of the methodology and assumptions used;
     Enhance the quality, utility, and clarity of the 
information to be collected; and
     Minimize the burden of the collection of information on 
those who are to respond, including through the use of appropriate 
automated, electronic, mechanical, or other technological collection 
techniques or other forms of information technology.

Office of Innovation and Improvement

Program.

    Abstract: The American Recovery and Reinvestment Act of 2009, the 
Office of Innovation and Improvement (OII) has developed an application 
package for the new Investing in Innovation Fund (i3) Program. Under 
this program, the Department will use the application to award three 
types of grants: Scale-Up grants, Validation grants and Development 
grants. The purpose of this program is to provide competitive grants to 
applicants with a record of improving student achievement and 
attainment in order to expand the implementation of, and investment in, 
innovative practices that are demonstrated to have an impact on 
improving student achievement or student growth, closing achievement 
gaps, decreasing dropout rates, increasing high school graduation 
rates, and increasing college enrollment and completion rates. These 
grants will allow eligible entities to expand and develop innovative 
practices that can serve as models of best practices, allow eligible 
entities to work in partnership with the private sector and the 
philanthropic community, and identify and document best practices that 
can be shared and taken to scale based on demonstrated success.
    This information collection is being submitted under the 
Streamlined Clearance Process for Discretionary Grant Information 
Collections (1894-0001). Therefore, the 30-day public comment period 
notice will be the only public comment notice published for this 
information collection.
