This helps the Department assess the impact of its information collection requirements and minimize the reporting burden on the public and helps the public understand the Department's information collection requirements and provide the requested data in the desired format. The purpose of the TIF program is to support projects that develop and implement performance-based compensation systems (PBCSs) for teachers and principals in order to increase educator effectiveness and student achievement in high-need schools. Furthermore, the American Recovery and Reinvestment Act of 2009 requires the Department's Institute of Education Sciences to conduct a rigorous national evaluation, utilizing randomized controlled methodology to the extent feasible, to compare the differentiated effectiveness incentive component of the PBCS to a 1 percent across-the-board annual bonus in the national evaluation schools.
