    In accordance with section 223 of the Trade Act of 1974, as amended 
(``Act''), 19 U.S.C. 2273, the Department of Labor issued a 
Certification of Eligibility to Apply for Worker Adjustment Assistance 
on September 11, 2009, applicable to workers of Avaya Inc., Worldwide 
Services Group, Global Support Services (GSS) Organization, including 
on-site leased workers from Kelly Services Inc., P/S Partner Solutions 
Ltd., Exceed Resources Inc., Real Soft, InfoQuest Consulting Group, 
CCSI Inc., ICONMA LLC, MGD Consulting, Inc., Case Interactive LLC., and 
Sapphire Technologies, Highlands Ranch, Colorado. The notice was 
published in the Federal Register on November 5, 2009 (74 FR 57338). 
The notice was amended on March 17, 2010 and May 6, 2010. The notices 
were published in the Federal Register on April 1, 2010 (75 FR 16512-
16513) and May 20, 2010 (75 FR 28298), respectively.
    At the request of the State Agency, the Department reviewed the 
certification for workers of the subject firm. The workers provide 
technical support for communication systems.
    New information shows that some workers separated from employment 
at Avaya, Inc., Worldwide Services Group, Global Support Services (GSS) 
Organization had their wages reported through a separate unemployment 
insurance (UI) tax account under the name Nortel Networks and Avaya, 
Inc.
    Based on these findings, the Department is amending this 
certification to include workers whose unemployment (UI) wages are 
reported through Nortel Enterprises and Avaya, Inc.
    The amended notice applicable to TA-W-70,405 is hereby issued as 
follows:

    All workers of Avaya Inc., Worldwide Services Group, Global 
Support Services

(GSS) Organization, including workers whose unemployment insurance 
(UI) wages are reported through Nortel Enterprises, Inc., and Avaya, 
Inc., including on-site leased workers from Kelly Services Inc., P/S 
Partner Solutions Ltd., Exceed Resources Inc., Real Soft, InfoQuest 
Consulting Group, CCSI Inc., ICONMA LLC, MGD Consulting, Inc., Case

partially separated from who became totally or partially separated 
from employment on or after May 19, 2008, through September 11, 
2011, and all workers in the group threatened with total or partial 
separation from employment on date of certification through two 
years from the date of certification, are eligible to apply for 
adjustment assistance under Chapter 2 of Title II of the Trade Act 
of 1974, as amended.
