AGENCY: Office of the Secretary, Interior.

ACTION: Semiannual regulatory agenda.

SUMMARY: This notice provides the semiannual agenda of rules scheduled 
for review or development between spring 2010 and fall 2010. The 
Regulatory Flexibility Act and Executive Order 12866 require 
publication of the agenda.

SUPPLEMENTARY INFORMATION: With this publication, the Department 
satisfies the requirement of Executive Order 12866 that the Department 
publish an agenda of rules that we have issued or expect to issue and 
of currently effective rules that we have scheduled for review.

    Simultaneously, the Department meets the requirement of the 
Regulatory Flexibility Act (5 U.S.C. 601 et seq.) to publish an 
agenda in April and October of each year identifying rules that 
will have significant economic effects on a substantial number of 
small entities. We have specifically identified in the agenda rules 
that will have these effects.

200.  ENDANGERED AND THREATENED WILDLIFE AND PLANTS; 
REVISION OF REGULATIONS THAT ESTABLISH EXEMPTIONS FOR CERTAIN ANTELOPE 
SPECIES

Legal Authority: 16 USC 1531 et seq

Abstract: We are publishing a final rule to repeal section (h) from 50 
CFR 17.21. This final rule is in response to a judicial decision that 
50 CFR 17.21(h) was promulgated in contradiction to the Endangered 
Species Act.

201. REVISED REQUIREMENTS FOR WELL PLUGGING AND PLATFORM DECOMMISSIONING

Legal Authority: 31 USC 9701; 43 USC 1334

Abstract: This rule would establish timely submission requirements for 
decommissioning and abandonment plans, and establish deadlines for 
decommissioning permits. The rule would also implement timeframes and 
clarify requirements for plugging and abandonment of idle wells and 
decommissioning idle facilities.
