AGENCY: Federal Communications Commission.

ACTION: Final rule.

SUMMARY: The Commission grants a petition for rulemaking filed by 
Hearst-

Argyle Stations, Inc. (``Hearst-Argyle''), the licensee of station 
WPTZ(DT), channel 14, North Pole, New York, proposing to reallot 
channel 14 from North Pole to Plattsburgh, New York, and to modify 
station WPTZ(DT)'s authorization to specify Plattsburgh as its 
community of license.

DATES: This rule is effective February 23, 2011.
