AGENCY: Veterans Benefits Administration, Department of Veterans

ACTION: Notice.

SUMMARY: In compliance with the Paperwork Reduction Act (PRA) of 1995
(44 U.S.C. 3501-3521), this notice announces that the Veterans Benefits
Administration (VBA), Department of Veterans Affairs, will submit the
collection of information abstracted below to the Office of Management
and Budget (OMB) for review and comment. The PRA submission describes
the nature of the information collection and its expected cost and
burden; it includes the actual data collection instrument.
DATES: Comments must be submitted on or before March 10, 2011.

SUPPLEMENTARY INFORMATION:
Title: Certificate of Affirmation of Enrollment Agreement for
Correspondence Course, VA Form 22-1999c.
OMB Control Number: 2900-0576.
Type of Review: Extension of a currently approved collection.
Abstract: Claimants enrolled in a correspondence training course
complete and submit VA Form 22-1999c to the correspondence school to
affirm the enrollment agreement contract. The certifying official at
the correspondence school must submit the form and the enrollment
certification to VA for processing. VA uses the information to
determine if the claimant signed and dated the form during the five day
reflection period. In addition, the claimant must sign VA Form 22-1999c
on or after the seventh day the enrollment agreement was dated. VA will
not pay educational benefits for correspondence training that was
completed nor accept the affirmation agreement that was signed and
dated on or before the enrollment agreement date.
An agency may not conduct or sponsor, and a person is not required
to respond to a collection of information unless it displays a
currently valid OMB control number. The Federal Register Notice with a
60-day comment period soliciting comments on this collection of
information was published on November 24, 2010, at page 71796.

Estimated Annual Burden: 45 hours.
Estimated Average Burden per Respondent: 3 minutes.
