Mahoning Hydropower, LLC; Notice of Preliminary Permit 
Application Accepted for Filing and Soliciting Comments, Motions To 
Intervene, and Competing Applications

January 4, 2011.
    On November 4, 2010, Mahoning Hydro, LLC filed an application for a 
preliminary permit, pursuant to section 4(f) of the Federal Power Act, 
proposing to study the feasibility of the Stonewall Jackson 
Hydroelectric Project, to be located at the U.S. Army Corps of 
Engineers' Stonewall Jackson dam on the West Fork River, in the Town of 
Weston, Lewis County, West Virginia. The sole purpose of a preliminary 
permit, if issued, is to grant the permit holder priority to file a 
license application during the permit term. A preliminary permit does 
not authorize the permit holder to perform any land-disturbing 
activities or otherwise enter upon lands or waters owned by others 
without the owners' express permission.
    The proposed project would utilize the existing U.S. Army Corps of 
Engineers' Stonewall Jackson dam and would consist of: (1) An existing 
42-inch-diameter, 100-foot-long penstock; (2) an existing 50-foot by 
50-foot powerhouse, containing one existing generating unit with a 
generating capacity of 300 kilowatts (kW), discharging directly into 
the existing stilling basin through a 10-foot-wide, 4-foot-high draft 
tube opening; (3) an approximately 400-foot-long, 12.4-kilovolt (kV) 
existing transmission line connecting to an existing distribution 
system owned by Allegheny Power; and (4) appurtenant facilities. The 
estimated annual generation of the Stonewall Jackson Hydroelectric 
Project would be 1,800 megawatt-hours.
