Antidumping Duty Administrative Review

AGENCY: Import Administration, International Trade Administration,
Department of Commerce.

DATES: Effective Date: March 10, 2011.

FOR FURTHER INFORMATION CONTACT: Emily Halle or Gene Calvert, AD/CVD
Operations, Office 6, Import Administration, International Trade
Administration, U.S. Department of Commerce, 14th Street and
Constitution Avenue, NW., Washington, DC 20230; telephone: (202) 482-
0176 or (202) 482-3586, respectively.

SUPPLEMENTARY INFORMATION:

Background

On August 31, 2010, the Department of Commerce (the Department)
initiated the administrative review of the antidumping duty order on
PET Film from Taiwan covering the period July 1, 2009, through June 30,
2010. See Initiation of Antidumping and Countervailing Duty
Administrative Reviews and Deferral of Initiation of Administrative
Review, 75 FR 53274 (August 31, 2010). The current deadline for the
preliminary results of review is April 2, 2011.

Extension of Time Limit for Preliminary Results

Pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as
amended (the Act), the Department shall make a preliminary
determination in an administrative review of an antidumping duty order
within 245 days after the last day of the anniversary month of the date
of publication of the order. The Act further provides, however, that
the Department may extend that 245-day period to 365 days if it
determines it is not practicable to complete the review within the
foregoing time period.
The Department finds that it is not practicable to complete the
preliminary results of the administrative review of PET Film from
Taiwan within this time limit. Specifically, the Department granted an
extension until March 2, 2011 for Shinkong Synthetic Fibers Corporation
to submit its supplemental questionnaire response. We will need
additional time to review and analyze the supplemental questionnaire
response when it is submitted. Therefore, in accordance with section
751(a)(3)(A) of the Act, the Department is extending the time period
for completion of the preliminary results of this review from 245 days
to 365 days; i.e., from April 2, 2011, until July 31, 2011.
However, July 31, 2011 falls on a Sunday, and it is the
Department's long-standing practice to issue a determination the next
business day when the statutory deadline falls on a weekend, federal
holiday, or any other day when the Department is closed. See Notice of
Clarification: Application of ``Next Business Day'' Rule for
Administrative Determination Deadlines Pursuant to the Tariff Act of
1930, As Amended, 70 FR 24533 (May 10, 2005). Accordingly, the deadline
for the completion of these preliminary results is now no later than
August 1, 2011.
This notice is issued and published in accordance with sections
751(a)(3)(A) and 777(i)(1) of the Act.

    Dated: March 4, 2011.
Christian Marsh,
Deputy Assistant Secretary for Antidumping and Countervailing Duty
Operations.
