[[Page 18217]] The SMP is a comprehensive plan to protect and enhance the two lakes' natural resources while encouraging economic development activities that complement or have neutral effects on those natural resources in a manner that is consistent with license requirements and project purposes, and to address the needs and interests of stakeholders. l.
