Sec. 1312.29  Domestic release prohibited.

    An exporter or a forwarding agent acting for an exporter must either 
deliver the controlled substances to the

port or border, or deliver the controlled substances to a bonded carrier 
approved by the consignor for delivery to the port or border, and may 
not, under any other circumstances, release a shipment of controlled 
substances to anyone, including the foreign consignee or his agent, 
within the United States.
