(a) Just compensation shall be paid the owner for the relocation, removal, [[Page 368]] or disposal of junkyards lawfully established under State law, which are required to be removed, relocated, or disposed of pursuant to 23 U.S.C. 136. (b) No rights to compensation accrue until a taking or removal has occurred. The conditions which establish a right to maintain and continue a nonconforming junkyard as provided in Sec. 751.11 must pertain at the time of the taking or removal in order to establish a right to just compensation.
