Sec. 737.31  Packaging tobacco.

    (a) A warehouseman shall not receive for storage in his warehouse 
any tobacco that is not properly packaged.
    (b) A warehouseman shall return to the package from which it is 
taken all the tobacco drawn for the selection of a sample, except the 
portion used for such sample.
