Except as provided in Sec. 95.28, hay or straw which does not meet the conditions or requirements of Sec. 95.21 shall be handled and treated in the following manner upon arrival at the port of entry: (a) Hay or straw packing materials shall be burned or disinfected at the expense of the importer or consignee in the manner and at the time directed by the Deputy Administrator, Veterinary Services. (b) Hay or straw for use as feeding material, bedding, or similar purposes shall be stored and held in quarantine for a period of not less than 90 days in an approved warehouse at the port of entry and shall be otherwise handled as directed by the Deputy Administrator, Veterinary Services.
