Sec. 303.24  State.

    Except as provided in Sec. 303.200(b)(3), State means each of the 50 
States, the Commonwealth of Puerto Rico, the District of Columbia, and 
the jurisdictions of Guam, American Samoa, the Virgin Islands, the 
Commonwealth of the Northern Mariana Islands.
