(a) Coverage. A miscellaneous expense allowance will be payable to an employee for whom a permanent change of station is authorized or approved and who has discontinued and established a residence in connection with such change regardless of where the old or new official station is located, provided the applicable eligibility conditions in part 302-1 are met and the agreement required in Sec. 302-1.5 is signed. (b) Exclusions. The provisions of this part do not apply for new appointees, employees assigned under the Government Employees Training Act (see 5 U.S.C. 4109), or employees returning from overseas assignments for the purpose of separation.
