    Act means the Federal Election Campaign Act of 1971 (Pub. L. 92-
225), as amended in 1974 (Pub. L. 93-443), 1976 (Pub. L. 94-283), 1977 
(Pub. L. 95-216) and 1980 (Pub. L. 96-187).
