    These regulations provide procedures for processing possible 
violations of the Federal Election Campaign Act of 1971, as amended (2 
U.S.C. 431, et seq.) and chapters 95 and 96 of the Internal Revenue Code 
of 1954 (26 U.S.C. 9001, et seq. and 9031 et seq.).
