Sec. 332.402  Regular order of certification for appointment.

    When OPM receives a request for certification of eligibles, it shall 
prepare a certificate from the top of the appropriate register 
containing the names of

a sufficient number of eligibles to permit the appointing officer to 
consider three eligibles in connection with each vacancy.
