Sec. 737.21  Return of receipts before delivery of tobacco.

    Except as permitted by law or by the regulations in this part, a 
warehouseman shall not deliver tobacco for which he has issued a 
negotiable receipt until the receipt has been returned to him and 
canceled; and shall not deliver tobacco for which he has issued a 
nonnegotiable receipt until such receipt has been returned to him or he 
has obtained from the person lawfully entitled to such delivery, or his 
authorized agent, a written acknowledgment thereof. Before delivery is 
made of the last portion of a lot of tobacco covered by a nonnegotiable 
receipt, the receipt itself shall be surrendered.
