The cash capital and other funds of every such company must be safely invested in accordance with the laws of the State in which it is incorporated and will be valued on the basis set forth in Sec. 223.9. The Secretary of the Treasury will periodically issue instructions for the guidance of companies with respect to investments and other matters.
