If a State does not meet the requirements in section 619(b) of the Act-- (a) The State is not eligible for a grant under the Preschool Grant program; (b) The State is not eligible for funds under 34 CFR part 300 for children with disabilities aged 3 through 5 years; and (c) No SEA, LEA, ESA, or other public institution or agency within the [[Page 173]] State is eligible for a grant under Subpart 2 of part D of the Act if the grant relates exclusively to programs, projects, and activities pertaining to children with disabilities aged 3 through 5 years.
