A State may provide services under this program to any individual if-- (a) The individual has been determined eligible for vocational rehabilitation services in accordance with the criteria in section 102(a)(1) of the Act; (b) The individual has been determined to be an individual with the most severe disabilities; and (c) Supported employment has been identified as the appropriate rehabilitation objective for the individual on the basis of a comprehensive assessment of rehabilitation needs, including [[Page 330]] an evaluation of rehabilitation, career, and job needs.
