Sec. 369.32 What other factors does the Secretary consider in reviewing an application? In addition to the selection criteria used in accordance with the procedures in 34 CFR part 75, the Secretary, in making awards under these programs, considers such factors as-- (a) The geographical distribution of projects in each program category throughout the country; and (b) The past performance of the applicant in carrying out similar activities under previously awarded grants, as indicated by such factors as compliance with grant conditions, soundness of programmatic and financial management practices and attainment of established project objectives.
