Bald Eagle Protection Act, 16 U.S.C. 668-668d;
Endangered Species Act of 1973, 87 Stat. 884, 16 U.S.C. 1531 et seq.; 
and Marine Mammal Protection Act of 1972, 16 U.S.C. 1361-1384 and 1401-
1407.
