    The Office of Commercial Space Transportation, referred to in these 
regulations as the ``Office,'' is a unit within the Office of the 
Secretary of Transportation and is located in the Department of 
Transportation Headquarters, 400 Seventh Street, SW., Washington, DC 
20590.
