The term ``applicant'' means any individual, public or private corporation, [[Page 251]] partnership, association, or other entity organized or existing under the laws of any nation, State, or any State, regional, or local government, who, following management program approval, either files an application for a required individual federal license or permit, or who files a consistency certification for a required general federal license or permit under Sec. 930.31(d) to conduct an activity affecting any coastal use or resource. The term ``applicant'' does not include Federal agencies applying for federal licenses or permits. Federal agency activities requiring federal licenses or permits are subject to subpart C of this part.
