Sec. 95.21  Hay and straw; requirements for unrestricted entry.

    Except as provided in Sec. 95.28, hay or straw shall not be imported 
except subject to handling and treatment in accordance with Sec. 95.22 
after arrival at the port of entry, unless such hay or straw originated 
in and was shipped directly from a region not declared by the Secretary 
of Agriculture to be infected with foot-and-mouth disease or rinderpest.
