A party to a proceeding who intends to commence judicial review of a final determination made in the United States shall file a Notice of Intent to Commence Judicial Review, which shall contain such information, and be in such form, manner, and style, including service requirements, as prescribed by the Article 1904 Panel Rules, within 20 days after: (a) The date of publication in the Federal Register of the final determination; or (b) The date on which the notice of the final determination was received by the Government of the FTA country if the final determination was not published in the Federal Register.
