(a) The Job Corps Director shall approve the location and size of all centers. (b) Contract centers shall be established, relocated or expanded in accordance with procedures established by the Job Corps Director. (c) For federally-operated centers, either the Job Corps Director or a Federal agency may propose a site on public lands and if discussions between them establish the advisability of such, the Job Corps Director may require [[Page 340]] that the agency submit a site survey and utilization study. If the Job Corps Director decides to establish a center, facilities engineering and real estate management will be conducted by the Job Corps Director or by the Federal agency pursuant to an interagency agreement and this part.
