(a) The Department shall review each timely grant application submitted by an eligible organization. (b) In reviewing and considering an application, the Department shall determine the following: (1) The availability of funds for the proposed grant; (2) Whether the application is in accordance with the Department's instructions; (3) Whether the application complies with the requirements of the OAA and this part; (4) Whether the application offers the best prospect of serving appropriate geographic areas; and (5) Whether the application demonstrates the effective use of funds.
