    No person may serve and the licensee may not use the services of a 
person in the following capacities unless that person reads, writes and 
speaks English.
    (a) Port Superintendent.
    (b) Cargo Transfer Supervisor.
    (c) Cargo Transfer Assistant.
    (d) Vessel Traffic Supervisor.
    (e) Mooring Master.
    (f) Assistant Mooring Master.
