Sec. 272.31  How does the Secretary evaluate an application for a grant?

    (a) The Secretary evaluates the application on the basis of the 
criteria in Sec. 272.30.
    (b) The Secretary selects the highest ranking application for each 
geographical service area to receive a grant.
