    The following regulations apply to this program:

    (1) 34 CFR part 74 (Administration of Grants to Institutions of 
Higher Education, Hospitals, and Nonprofit Organizations).
    (2) 34 CFR part 75 (Direct Grant Programs), except for the 
following:
    (i) Subpart C (How to Apply for a Grant);
    (ii) Subpart D (How Grants Are Made); and
    (iii) Sections 75.580 through 75.592 of subpart E.
    (3) 34 CFR part 77 (Definitions that Apply to Department 
Regulations), except for the terms ``grantee'' and ``recipient.''
    (4) 34 CFR part 82 (New Restrictions on Lobbying).
