A recipient that operates or supervises a program or activity for persons who are institutionalized because of handicap and is responsible for providing training shall ensure that each qualified handicapped person, as defined in Sec. 18.403(k)(2), in its program or activity is provided an appropriate education, as defined in Sec. 18.433(b).
