Certification by the Administrator that the discharge resulting from an activity requiring a license or permit will not violate applicable water quality standards will be required where: (a) Standards have been promulgated, in whole or in part, by the Administrator pursuant to section 10(c)(2) of the Act: Provided, however, That the Administrator will certify compliance only with respect to those water quality standards promulgated by him; or (b) Water quality standards have been established, but no State or interstate agency has authority to give such a certification.
