Sec. 105-8.170-1  Applicability.

    Except as provided in Sec. 105-8.170-2, Sec.Sec. 105-8.170 through 
105-8.170-13 apply to all allegations of discrimination on the basis of 
handicap in programs or activities conducted by the agency.
