If the debtor notifies FEMA that the debtor is exercising rights described in Sec. 11.64 and submits evidence within time limits specified in Sec. 11.64, any notice to the Department of the Treasury concerning tax refund offset will be stayed until the issuance of a written decision that sustains, amends, or ends collection action resulting from FEMA's original debt collection decision.
