Sec. 169.119  Vessel status.

    For the purpose of 46 U.S.C. 11101, 46 App. U.S.C. 291 and 46 App. 
U.S.C. 883 a sailing school vessel is not deemed a merchant vessel or a 
vessel engaged in trade or commerce.
