    This circular cancels:
    (a) Attachments A and B to Annex 3 of DMO 3000.1, dated November 8, 
1963 (28 FR 12273).
    (b) That portion of the memorandum of the Special Assistant to the 
President for Telecommunications, dated August 27, 1964, pertaining to 
message precedences.
