(a) Recordkeeping requirements. Schools and libraries shall be required to maintain for their purchases of telecommunications and other supported services at discounted rates the kind of procurement records that they maintain for other purchases. (b) Production of records. Schools and libraries shall produce such records at the request of any auditor appointed by a state education department, the Administrator, or any state or federal agency with jurisdiction. (c) Random audits. Schools and libraries shall be subject to random compliance audits to evaluate what services they are purchasing and how such services are being used.
