           Subpart A--Scope--Who Must Comply With These Rules?
 
Sec. 6.1  Applicability.


    The rules in this part apply to:
    (a) Any provider of telecommunications service;
    (b) Any manufacturer of telecommunications equipment or customer 
premises equipment; and
    (c) Any telecommunications carrier.
